Hello Dens,
The trustees simply state that a "significant" portion of funds must
come from the international sponsor. This stipulation is
communicated in the Terms and Conditions of Matching Grant Award
(Section 3 E).
"Significant" has been interpreted at the Secretariat as 50%,
although at one point 30% was acceptable, and is still the minimum,
however, it is strongly encouraged and preferred that 50% of
contributions come from the international sponsor.

Dear Jeffers,
Thank you for your question about international contributions to
Matching Grants. The actual standard is that “a significant portion
of the contributions must come from outside the project site
country.” This can be found in Section III.E. of the Terms and
Conditions of the Matching Grant award (see attached).
To be considered “significant”, the preferred contribution from
the International Partner is 50%, as interpreted by the General
Secretary.
This
includes both cash and DDF contributions. The 30% figure is the
very minimum that TRF management has in the past agreed to accept.
I hope that this helps to clarify the matter. I am glad that this
will be discussed at your upcoming District Rotary Foundation
Seminar(s), because this has been widely misunderstood for projects
taking place in
Taiwan,
where the international portion has often been less than required.
