Ambassadorial Scholarships

大使獎學金計劃是世界最大的私人提供大學程级研究之國際獎學金計劃。從1947年以來,已經頒發了36,000多個獎學金。大約有80%的地區每一年都透過贊助或接待一位獎學金學生,來參與這項計劃。

The Ambassadorial Scholarships program is the world’s largest, pri­vately funded international scholarship program for university-level studies. Since 1947, TRF has awarded more than 36,000 scholarships. Approximately 80 percent of districts participate in the program each year by sponsoring or hosting a scholar.

Micaela White, a 2002-03 Academic-Year Ambassadorial Scholar spon­sored by the Rotary Club of Rancho Cucamonga Sunset in California, USA (District 5300), pursued health economics, small-scale business, and water resource management studies at the University of Nairobi, Kenya (District 9200). The university recognized Micaela’s leadership early on through her election as class prefect, in which she worked with faculty and staff on behalf of her peers to initiate policy changes when necessary. Micaela worked in a service project with a farming town’s senior citizens who lacked the care of their families due to AIDS, urban migration, and other reasons. The project provided senior citizens with household necessities and other amenities and companionship with young members of the community. Michaela also organized a luncheon and theater outing for senior citizens, aided by local Rotary clubs. In conjunction with local Rotaract clubs, Micaela and other scholars vol­unteered at a dental, medical, and vaccination site in rural Uganda.

“Scotland has been a school of life and science, where classes are equally held in the streets, Scottish homes, and the laboratories of a sci­entific institute,” reported Gabriela Cezar, sponsored by District 4470 (Brazil) to study at the Medical School of the University of Edinburgh in District 1020 (Scotland). Gabriela’s research on the application of ani­mal biotechnology procedures in the study of human diseases focused on a severe neurological disorder known as Nesch-Lyhan syndrome, for which she hopes to find a genetic cure. Along with the other 12 scholars in her host district, she participated in a drive to raise funds for the Children’s Hospice Association of Scotland, the district governor’s chosen charity for the year. In addition to securing prizes for a raffle, the group threw a ceilidh, a traditional Scottish dance, raising nearly UK£500. “I hope to represent Brazil in the best way possible and to actively promote peace and understanding among the nations,” said Gabriela.

Elizabeth “Gale” Greenlee, 2002-03 Three-Month Cultural Scholar sponsored by the Rotary Club of Greensboro Airport, North Carolina, USA (District 7690), studied at Africa Consultants International in Senegal (District 9100). Before embarking on her scholarship experi­ence, Gale had completed her graduate studies in Africana Women’s Studies and had worked with the Peace Corps and with a local library. While in Senegal, Gale was amazed at the diversity of her host club of Dakar, Cap Vert (where Senegalese, French, and Spanish Rotarians were present). She got involved in Rotary and Rotaract in Senegal by giving talks at every opportunity and by sending frequent communica­tions about her experience in Senegal. She also assisted local children at a school with their 15-minute dramatic presentation on the theme of “Fighting HIV/AIDS” and touched the heart of her host family mem­bers. Back home, Gale says that she is “better equipped to conduct outreach to the Greensboro’s West African community, on behalf of the library system.” She is hosting bilingual story times and programs about Senegal at the library. Gale is a freelance writer planning to re­turn to school for doctoral studies, most likely in the area of ethnic liter­ature. She has recommended the Ambassadorial Scholarships program to friends and hopes to soon be given the chance to become a Rotarian.

Mourad Sellami, recipient of a 2001-02 Multi-Year Scholarship from the Scholarships Fund Pool for Low-Income Countries, studied communi­cations at Université Laval in Quebec, Quebec, Canada (District 7790). Sponsored by the Rotary Club of Tunis, Tunisia (District 9010), Mourad put the skills he learned to work as a representative in the City of Quebec’s Ambassadors’ Circle, an association sponsored by the Office of Tourism and the Quebec Chamber of Commerce to promote Quebec throughout Canada and the world. An active Rotaractor in Tunisia, Mourad and a member of his host Rotary Club of Quebec Doyen were instrumental in relaunching the Rotaract Club of Quebec. The newly invigorated club quickly gained momentum with weekly meetings and a truly international membership. Mourad hopes to link the Tunis and Quebec Rotaract clubs in a joint service project, as well as organize an exchange visit.

The program’s objectives provide Ambassadorial Scholars and their sponsor and host Rotarians with a broader understanding of how the Ambassadorial Scholarships can be effective in furthering TRF’s mission.

Ambassadorial Scholarships support the mission of TRF to further international understanding and world peace by:

    Increasing awareness of and respect for cultural differences by sending ambassadors of goodwill to study in another country

    Instilling in scholars the Rotary ideal of Service Above Self through active participation in Rotary service projects

    Encouraging scholars to dedicate their personal and professional lives to improving the quality of life for the people of their home community and country

    Developing leaders who can address the humanitarian needs of the world community

    Influencing all areas of the world through a balanced geographi­cal distribution of scholars

    Encouraging Rotarians worldwide to increase the educational opportunities for scholars from low-income countries

    Fostering a lifelong association between Rotary and its scholars

Geographic distribution

In 2002-03, 47 percent of the approximately 1,038 Ambassadorial Scholars studied in five countries (United States, England, France, Australia, and Canada). Only 14 percent of scholars studied in low-income countries. Each district is encouraged to select scholars with a study destination different from scholars it has previously spon­sored. By selecting scholars interested in studying in a country that hosts few scholars, districts can help the program meet its objective to impact all areas of the world through balanced geographical dis­tribution of scholars. Moreover, by selecting scholars interested in studying in low-income countries, districts can help the program achieve its objective to develop leaders who can address the world community’s humanitarian needs.

 • 低收入國家的參與

Participation by low-income countries

Districts can support the Scholarships Fund Pool for Low-Income Countries to increase the number of scholarship opportunities for low-income countries. This DDF option allows districts to donate an amount to a pooled fund that awards scholarships to students from low-income countries on a world-competitive basis. Each low-income district is invited to submit one candidate for any type of scholarship. All districts are encouraged to donate some amount of DDF to the Fund Pool to provide at least 20 scholarships annually to candidates from low-income countries. In 2003-04, TRF awarded 20 scholarships through the Fund Pool to scholars from 19 low-income countries.

In addition, high-income districts are encouraged to continue donating Ambassadorial Scholarships to low-income countries. Districts donated 34 Ambassadorial Scholarships to another dis­trict or non-Rotary country for study in 2002-03, totaling more than US$590,800. Scholarship donations require close communication be­tween the donating and receiving districts and have proven effective in facilitating partnerships for other exchanges and humanitarian programs.

Scholar orientation — regional seminars for scholars

Outbound and inbound orientation programs are effective tools to ensure that scholars are outstanding ambassadors of goodwill and that a lifelong link with Rotary is established. Scholars are now required to attend an outbound orientation seminar if their club, district, or region offers one. Orientation seminars should include training on how to develop and make speeches and presentations. If the sponsor district does not offer an orientation session, districts are encouraged to send their scholars to one in another area. Scholars who do not attend orientation seminars made available to them may risk forfeiting their awards.

Districts are encouraged to plan and hold regional orientations for outbound and inbound scholars to build greater identity and rela­tionships between the scholars and Rotary. The Trustees have made funds available to help support multidistrict orientations for in­bound and outbound scholars.

Many districts have expressed disappointment that returning schol­ars do not remain involved with Rotary. On the other hand, many scholars say that Rotary has forgotten them. Sponsor districts should take steps to meet the new program objective — fostering a lifelong association between Rotary and its scholars — through effective alumni outreach efforts. Although many returning scholars will not be in a professional position to join Rotary at that time, keep in con­tact with them and involve them in Rotary in other ways:

   Invite alumni to assist in club, district, Rotaract, community, and international service projects.

   Involve alumni in orientations for inbound and outbound scholars.

   Encourage clubs to invite alumni to speak at meetings.

   If scholar alumni relocate outside their sponsor district, alert the new district to their presence in the area. Provide names of Rotarians and contact information to the alumnus in the new Rotary district to encourage him/her to stay connected to Rotary.

The four elements essential to success in furthering the seven program objectives

1. Selection

   Attract and select candidates who will best represent the ideals of Rotary.

   Educate Rotarians about the purpose of Ambassadorial Scholarships.

   Use such materials as the “Profile of an ideal candidate” and the list of countries in which the Trustees would like more scholars hosted. Encourage selection of candidates whose fields of study will have a strong humanitarian impact, such as:

 • Medicine/health care

 • Food production and distribution

 • Urban studies/planning

 • Mental health

 • Nutrition

 • Environmental studies

 • Youth/family values

2. 輔導

3. 接待

3. Hosting

   Host counselors and host Rotary clubs welcome and help the scholar fulfill ambassadorial obligations in the host district.

   District governors appoint host clubs for inbound scholars, which designate a Rotarian host counselor in that club.

   The academic and ambassadorial aspects of the scholarship have equal importance, and host counselors will be asked to report to TRF on the success of their inbound scholars in both areas.

   Sponsor and host Rotarians should ensure that scholars sub­mit their final reports to TRF one month before their scholar­ship period ends.

   Continue the relationship with the scholar after the scholar­ship period.

A: Three scholarship types are available:

Academic-Year Ambassadorial — for one academic year of study abroad

Districts can also contribute any amount of DDF in support of the Rotary Centers for International Studies and the Scholarships Fund Pool for Low-Income Countries.

A: Districts must have DDF available to cover the cost of the scholar­ships offered. Since applicants must apply through local clubs, the district governor and scholarships subcommittee chair must effectively communicate scholarship availability to the clubs.

Q: Are children of Rotarians eligible to receive a Rotary Foundation Ambassadorial Scholarship?

答:沒有。扶輪社員、扶輪員工、扶輪社員或扶輪員工或其配偶的父母親、祖父母、子女、孫子,皆無資格獲得基金會的獎學金,而且在扶輪社員辭去社員資格之後36個月內,仍然無資格。

A: No. Rotarians, Rotary employees, parents, grandparents, children, and grandchildren of Rotarians or Rotary employees or their spouses are ineligible for Foundation Scholarships, and remain ineligible for 36 months after resignation from Rotary.
