Group Study Exchange

團體研究交換計劃提供獎助金給由非扶輪社員事業及專業人士所組成的交換團,供其在不同國家的兩個配對扶輪地區之間訪問旅行之用。交換團以4-6週的時間在國外進行訪問,研究地主國的各項制度、經濟、及生活方式;觀摩他們所屬的專業在該國的情形;並與當地公民交換意見,發展友誼。

The Group Study Exchange (GSE) program provides grants for teams of outstanding non-Rotarian business and professional persons to travel between paired Rotary districts in different countries. Teams spend four to six weeks studying their host country’s institutions, economy, and lifestyles; observing their professions; and discussing ideas with local citizens while developing friendships.

Recent GSE Program Changes

新世界基金獎額

由世界基金補助的GSE,保管委員會將每兩年頒給地區一個GSE團,從2002-03年度開始實施。

每一計劃年度一個地區可派遣或接待一個由世界基金所贊助的GSE團。當正在使用世界基金的兩個配對地區,在基金會所指定的不同且連續的計劃年度他們將派遣其GSE團。

New World Fund Award Availability

• The Trustees award GSEs funded by the World Fund every second year, beginning in 2002-03.

• Every program year, a district can either send or host a GSE team funded by the World Fund. When both paired districts are using the World Fund, they will send their teams in different but consecutive programs years as awarded by TRF.

• The district governors-elect (DGEs) of TRF-approved paired districts will mutually determine at the International Assembly when each district will send its team during the two-year time frame.

• If paired districts wish to exchange their teams in the same year, one or both districts combined may allocate DDF amounting to the SHARE option cost (US$11,000, or $6,000 for a neighboring country) to send a team.

• A district may still use DDF to send a second GSE team in the same program year it is sending a team funded by the World Fund. Districts may apply to send a maximum of two GSE teams per pro­gram year.

• Once the DGE has agreed with the paired district on when each district will send its team, the decision cannot be overturned or changed by a DG in a following year without the original DGE’s agreement.

Team leader eligibility requirements: Team leaders may not in­clude DGs, DGEs, or immediate PDGs. PDGs may serve as team leaders only when other qualified candidates are not available, provided

Special requirements of the exchange, such as language, vocation, or other needs result in the PDG being chosen as the best qualified candidate

Additional team members: Up to two additional non-Rotarian team members may be added to the team through an allocation of SHARE DDF (US$2,000 per team member, or $1,000 for neighboring country GSE).

Unescorted Travel

One of GSE’s primary objectives is planning a host itinerary that allows team members to experience your district’s culture and institutions. To meet that objective, a host itinerary will almost always include ground transportation for team members, either by car, van, bus, or train. GSE teams, TRF, and others assume a degree of risk if team members drive unescorted while in the host district.

Therefore, at their April 2001 meeting, the Foundation Trustees agreed:

• Districts hosting GSE teams are to escort visiting team members dur­ing their travel in the district.

• Visiting GSE teams may not operate a motor vehicle while traveling in the host district during their Rotary responsibilities.

• The Trustees will consider a host district’s violation of this policy as grounds for placing the district on Probationary Status.

Host Rotarians are expected to take advantage of this opportunity to escort visiting teams and spend time with them in fellowship, thereby furthering the program’s objectives.

In February 2003, a single-vocation team of health-care professionals from District 1650 (France) traveled to District 3090 (India). The team comprised a surgeon specialized in burn victims and microsurgery, an operating nurse specialized in infant surgery and gynecology, a nurse specialized in orthopedics and cardiovascular surgery, and a physical therapist, all headed by a team leader who was a dental surgeon. The team visited medical facilities in India to learn about the local health system and discuss health care.

A single-vocation team of emergency medical personnel from District 9710 (Australia) went to District 6380 (Canada) in April 2001. The team included a retired police patrol commander and emergency operations controller as team leader, a firefighter, hos­pital staff specialist in emergency medicine, helicopter and on-road paramedic, police officer, and volunteer with the rescue association.

A GSE between District 5260 (California, USA) and District 2680 (Japan) focused on earthquake preparedness. The GSE teams, com­posed of professionals in the field of natural disasters, learned about the differences in emergency response systems between Japan and California.

In 2002-03, a team of Native Americans from District 5500 in Arizona (USA) traveled to District 9470 in Western Australia, and a team of Aboriginal team members from Australia visited Arizona to share experiences with their counterparts. By the end of their visits, each team realized that they faced identical social issues such as forced removal and relocation, discrimination, unemployment, and poor health care. The exchange reminded team members of the wealth of contributions indigenous people continue to offer their countries and offered the opportunity to learn from each other how to over­come the social challenges that many minority groups still face in their communities.

Traditional Multi-Profession GSE

Sergeant Dave Mundy, a member of a District 5160 (California, USA) GSE team to District 3010 (India), gained a lot from his visit to the Indian police department. As he recalls: “Upon my return home, a homicide occurred with an Indian business employee as the victim. I was able to give the investigators much-needed information about the Indian culture and how to properly contact the victim’s family. I explained the differences between the police departments of India and California.”

Finding a GSE partner

Districts should take advantage of every international networking opportunity to establish a GSE partnership. This can include the International Assembly, the RI Convention, Matching Grant relation­ships, or general international travel of your club members. Districts should consider not only areas of the world with which they share commonalities, but also diverse areas they can discover and learn about through GSE. Would an exchange between two agricultural districts in two different countries be advantageous? Districts should also consider TRF’s humanitarian objectives and seek pairings that may lead to Matching Grant or World Community Service projects.

Districts requesting that TRF find a GSE partner for them are en­couraged to remain flexible about their geographical preference for the partner district. The pool of unpaired districts varies, making it impossible to grant every district’s first choice of partner. Similarly, as districts in countries like India, Brazil, and the United States are particularly active in GSE, pairings with these districts may occur more frequently.

Districts should consider creative ways of promoting the GSE pro­gram to candidates, including use of the local media, networking with Rotaract membership, and promotion in corporate human re­source departments. Some districts have limited team membership to one vocation. This approach has yielded a larger number of can­didates due to its focused recruitment criteria and increased profes­sional relevance for potential team members. Teams may consist of one profession (for example, a group of teachers), or vocations may be diversified within a general field (for example, a team focused on health care that includes a lab technician, doctor, dentist, and hospi­tal administrator).

There is no better advertisement than word of mouth. Districts should keep in contact with former team members and encourage them to promote the program.

Districts should be attentive to their historic participation in GSE. Has your district’s GSE team visited Asia recently? Does your dis­trict pair with the USA year after year? Attention to diversity is ex­tremely important to successfully fulfilling the GSE program’s goals and objectives. Districts should remember there are fewer districts available for partnering in Australia, Europe, and Africa. Flexibility is also important.

Increasing the vocational component of GSE

Districts should grasp the vocational importance of GSE, according to the program’s guidelines. Schedule at least five vocational days per team member. Having more than five vocational days further improves the itinerary and attracts strong team members. Tailor vo­cational visits to each team member’s profession and include visits to businesses or other organizations. Visits to trade schools, univer­sities, or other training centers for vocational learning could further strengthen the GSE’s vocational impact. Visits to appropriate profes­sional organizations, trade unions, and government offices could also be of significant vocational interest.

Enhancing communication between partner districts

Communication is vital to a successful exchange. As soon as the pairing is confirmed, it is essential that sponsor and host districts be in frequent contact via phone, fax, or e-mail. At least three months before the team’s departure, the sponsor district must send team profiles to the host district to help it plan effective vocational days. Failure to do so may result in a weak host itinerary that is not suited to the team.

Districts may consider GSEs with a special focus. For example, a district may desire to send a GSE team of counselors specializing in drug abuse prevention. Alternatively, it may want to focus on a Matching Grant project recently completed by the district and send a team of professionals consistent with the project’s goals and objec­tives. Districts should consider their overall international service goals and discuss how GSE can best contribute to achieving them.

A: World Fund Awards for GSE do not accumulate. In other words, if your district has not applied for a World Fund Award during the most recent two-year program cycle, funds are NOT carried over into the next two-year program cycle. Check the World Fund Availability List on the RI Web site to determine the next program year in which your district is eligible to apply for a World Fund Award.

A: Yes. The SHARE system includes the option for a district to use its DDF to send a team in a specific program year or donate its DDF to another district to host a team from that district in a given year. Districts interested in using DDF in either of these ways must indi­cate the requested paired district when completing the GSE District Application, due 1 October.

A: In 2002, the Trustees revisited the issue of team members’ ages as related to the objectives of the GSE program. Each year, TRF receives many concerns from Rotarians that the program’s objec­tives are not being fulfilled when older team members are selected. Applicants for team membership must be currently employed full-time in any recognized business or profession and be 25 to 40 years of age, to have the maximum long-term impact on a candi­date’s career development.

Q: My district is geographically dispersed and we need additional funding for internal travel. Can TRF help?

A: The Trustees provide special internal travel subsidies (US$600) for host districts that include low-income countries. Additional airfare of $2,500 is available for internal district flights for multi-country host districts containing one or more low-income countries. The host district must cover internal travel in low-income country dis­tricts that exceeds $3,100. Districts that do not qualify for either of these subsidies are recommended to either set aside district funds to support such travel or rotate annually the locations that a GSE team will visit in its district.

答:慶祝扶輪的百週年紀念,每一個在2004-05扶輪年度出訪的GSE交換團將獲得特別的稱號〝百週年GSE交換團〞。鼓勵地區徵募代表扶輪百週年服務的特殊焦點GSE交換團。GSE交換團團員在2004-05扶輪年度出訪將會收到一種獨特的扶輪基金會受獎人證明書,蓋有百週年GSE的印信。百週年GSE交換團如同任何其他計劃年度交換團出訪,亦是以同樣方法來提供經費:透過世界基金或一個地區指定基金撥配。

A:  To commemorate the 100th anniversary of Rotary, every GSE team that travels in the 2004-05 Rotary year will carry the special designation of “Centennial GSE Team.” Districts are encouraged to recruit special focus GSE teams that represent Rotary’s 100 years of service. GSE team members that travel in the 2004-05 Rotary year will receive a unique Rotary Foundation Alumni Certificate bearing the Centennial GSE seal. Centennial GSE teams are funded in the same way as teams traveling in any other program year: through the World Fund or a DDF allocation.
