The Group Study Exchange (GSE) program provides grants for teams
of outstanding non-Rotarian business and professional persons to travel
between paired Rotary districts in different countries. Teams spend four
to six weeks studying their host country’s institutions, economy, and
lifestyles; observing their professions; and discussing ideas with local
citizens while developing friendships. |

New World Fund Award Availability
• The Trustees award GSEs funded by the World Fund every second year,
beginning in 2002-03.
• Every program year, a district can either send or host a GSE team
funded by the World Fund. When both paired districts are using the World
Fund, they will send their teams in different but consecutive programs
years as awarded by TRF.
• The district governors-elect (DGEs) of TRF-approved paired districts
will mutually determine at the International Assembly when each district
will send its team during the two-year time frame.
• If paired districts wish to exchange their teams in the same year, one
or both districts combined may allocate DDF amounting to the SHARE
option cost (US$11,000, or $6,000 for a neighboring country) to send
a team.
• A district may still use DDF to send a second GSE team in the same
program year it is sending a team funded by the World Fund. Districts
may apply to send a maximum of two GSE teams per program year.
• Once the DGE has agreed with the paired district on when each district
will send its team, the decision cannot be overturned or changed by a DG
in a following year without the original DGE’s agreement.
• Team leader eligibility requirements: Team leaders may not
include DGs, DGEs, or immediate PDGs. PDGs may serve as team leaders
only when other qualified candidates are not available, provided

One of GSE’s primary objectives is planning a host itinerary that allows
team members to experience your district’s culture and institutions. To
meet that objective, a host itinerary will almost always include ground
transportation for team members, either by car, van, bus, or train. GSE
teams, TRF, and others assume a degree of risk if team members drive
unescorted while in the host district. |

Therefore, at their April 2001 meeting, the Foundation Trustees agreed:
• Districts hosting GSE teams are to escort visiting team members
during their travel in the district.
• Visiting GSE teams may not operate a motor vehicle while traveling in
the host district during their Rotary responsibilities.
• The Trustees will consider a host district’s violation of this policy
as grounds for placing the district on Probationary Status.
Host Rotarians are expected to take advantage of this opportunity to
escort visiting teams and spend time with them in fellowship, thereby
furthering the program’s objectives.

In February 2003, a single-vocation team of health-care professionals
from District 1650 (France) traveled to District 3090 (India). The team
comprised a surgeon specialized in burn victims and microsurgery, an

specialized in orthopedics and cardiovascular surgery, and a physical
therapist, all headed by a team leader who was a dental surgeon. The
team visited medical facilities in India to learn about the local health

A single-vocation team of emergency medical personnel from District 9710
(Australia) went to District 6380 (Canada) in April 2001. The team
included a retired police patrol commander and emergency operations
controller as team leader, a firefighter, hospital staff specialist in
emergency medicine, helicopter and on-road paramedic, police officer,
and volunteer with the rescue association. |

In 2002-03, a team of Native Americans from District 5500 in Arizona
(USA) traveled to District 9470 in Western Australia, and a team of
Aboriginal team members from Australia visited Arizona to share
experiences with their counterparts. By the end of their visits, each
team realized that they faced identical social issues such as forced
removal and relocation, discrimination, unemployment, and poor health
care. The exchange reminded team members of the wealth of contributions
indigenous people continue to offer their countries and offered the
opportunity to learn from each other how to overcome the social
challenges that many minority groups still face in their communities. |

police department. As he recalls: “Upon my return home, a homicide
occurred with an Indian business employee as the victim. I was able to
give the investigators much-needed information about the Indian culture
and how to properly contact the victim’s family. I explained the

opportunity to establish a GSE partnership. This can include the
International Assembly, the RI Convention, Matching Grant

about through GSE. Would an exchange between two agricultural districts
in two different countries be advantageous? Districts should also
consider TRF’s humanitarian objectives and seek pairings that may lead
to Matching Grant or World Community Service projects. |

Districts requesting that TRF find a GSE partner for them are
encouraged to remain flexible about their geographical preference for

Districts should consider creative ways of promoting the GSE program to
candidates, including use of the local media, networking with Rotaract
membership, and promotion in corporate human resource departments. Some
districts have limited team membership to one vocation. This approach
has yielded a larger number of candidates due to its focused
recruitment criteria and increased professional relevance for potential
team members. Teams may consist of one profession (for example, a group
of teachers), or vocations may be diversified within a general field
(for example, a team focused on health care that includes a lab
technician, doctor, dentist, and hospital administrator). |

Districts should grasp the vocational importance of GSE, according to
the program’s guidelines. Schedule at least five vocational days per
team member. Having more than five vocational days further improves the
itinerary and attracts strong team members. Tailor vocational visits to
each team member’s profession and include visits to businesses or other
organizations. Visits to trade schools, universities, or other training
centers for vocational learning could further strengthen the GSE’s
vocational impact. Visits to appropriate professional organizations,
trade unions, and government offices could also be of significant

Communication is vital to a successful exchange. As soon as the pairing
is confirmed, it is essential that sponsor and host districts be in
frequent contact via phone, fax, or e-mail. At least three months before
the team’s departure, the sponsor district must send team profiles to
the host district to help it plan effective vocational days. Failure to
do so may result in a weak host itinerary that is not suited to the

A: In 2002, the Trustees revisited the issue of team members’ ages as
related to the objectives of the GSE program. Each year, TRF receives
many concerns from Rotarians that the program’s objectives are not
being fulfilled when older team members are selected. Applicants for
team membership must be currently employed full-time in any recognized
business or profession and be 25 to 40 years of age, to have the maximum
long-term impact on a candidate’s career development. |

答:慶祝扶輪的百週年紀念,每一個在2004-05扶輪年度出訪的GSE交換團將獲得特別的稱號〝百週年GSE交換團〞。鼓勵地區徵募代表扶輪百週年服務的特殊焦點GSE交換團。GSE交換團團員在2004-05扶輪年度出訪將會收到一種獨特的扶輪基金會受獎人證明書,蓋有百週年GSE的印信。百週年GSE交換團如同任何其他計劃年度交換團出訪,亦是以同樣方法來提供經費:透過世界基金或一個地區指定基金撥配。 |
A: To commemorate the 100th anniversary of Rotary, every GSE team that
travels in the 2004-05 Rotary year will carry the special designation of
“Centennial GSE Team.” Districts are encouraged to recruit special focus
GSE teams that represent Rotary’s 100 years of service. GSE team members
that travel in the 2004-05 Rotary year will receive a unique Rotary
Foundation Alumni Certificate bearing the Centennial GSE seal.
Centennial GSE teams are funded in the same way as teams traveling in
any other program year: through the World Fund or a DDF allocation. |
