IA “ 根除小兒痲痹-我們如何能達成扶輪最優先 的計畫 “ IA Polio Eradication – How We Can Achieve Rotary’s Top Priority Program “ (Mutiara II Ballroom Ground Floor)
自1985年根除小兒痲痹等疾病計畫成立以來扶輪已捐獻將近6億美元及奉獻無數義工時數爲122個國家的20億名兒童接種疫苗抵抗小兒痲痹。根除小兒痲痹仍是扶輪最優先的人道服務目標。扶輪將會繼續此一作戰，直到全世界驗證已無小兒痲痺且每一兒童均能安全免於罹患此一使人傷殘的疾病。根除小兒痲痹整體已有重大進展，雖然還有許多重大挑戰，例如在4個剩餘的仍有小兒痲痹疫情的國家遏阻小兒痲痹病毒的傳播，以免繼續將傳入已無小兒痲痹的區域，以及維持捐獻經費及政治承諾以實現根除小兒痲痹的策略。 扶輪社員如何解決已無小兒痲痹的區域中的低例行接種疫苗率及疫情監控漏洞？為在2006年辦理必要的小兒痲痹免疫活動，有一筆8500萬美元的短缺必須籌補，在2006-08年期間整個根除小兒痲痹的努力也還需要4億美元。扶輪社員能夠再次給予財務支持，起來迎接此一挑戰嗎？ Since establishing the Polio Plus Program in 1985 Rotary has contributed nearly 600 million US Dollars and countless volunteer hours to immunize more than 2 billion children in 122 countries against polio. The eradication of polio is still Rotary’s top philanthropic goal. Rotary will continue the fight until the world is certified polio-free and every child is safe from this devastating disease. Overall significant progress towards eradication has been made although major challenges remain such as halting the spread of the polio virus in the four remaining endemic countries from where it can continue to be exported into polio-free areas and maintaining funding and political commitment to implement the eradication strategies. How can Rotarians address the low routine immunization rates and surveillance gaps in polio-free areas? A US$ 85 million shortfall must be filled to carry out essential polio immunization activities in 2006 and the entire effort will require a further UD$ 400 million for the 2006-08 period. Will Rotarians be able to rise to this challenge with their financial support again?

超過10億人使用不安全的飲水來源，且有26億人（全世界人口的40%）缺乏基本的衛生設備。不良的飲水及衛生狀況有關的疾病使得每天有6千人，每年有220萬人因此死亡。水的情況亦直接與1個社區與生態系統的健全有直接關連。 扶輪社員可以辦理哪些有意義的計畫以解決因為不良的水資源狀況所引起的當地及國際衛生問題？我們能夠有效協調當地社區及其他組織解決此一情況嗎？
More than 1 billion people use unsafe drinking water sources and 2.6 billion people (40% of the world’s population) lack basic sanitation facilities. More than 6,000 people die each day and 2.2 million die each year from diseases associated with poor water and sanitary conditions. Water conditions also directly relate to the health of a community and ecosystem. What meaningful projects can Rotarians undertake to address local and international health concerns caused by poor water conditions? Can we collaborate effectively with local communities and other organizations to ameliorate the situation?

促進國際了解與和平最大的力量在於體驗不同文化。自1927年起，扶輪青少年交換計畫（YEP）提供成千上萬的年輕人與其他國家的人民接觸的機會並且體驗他們的文化，因此播下終生的國際了解種子。但是，此一重要的國際扶輪計畫需要改變，以因應目前的現實狀況。驗證是現在強制的條件。問題是地區之間應如何合作以確保青少年交換學生受到保護？地區如何在2007年6月之前達成最起碼的驗證要求？地區在當地法令不允許全盤遵守國際扶輪政策的地方亦可找出及溝通符合國際扶輪政策意旨的替代辦法嗎？扶輪地區及扶輪領導人還可做哪些其他的事情，以確保此一重要的青少年計畫保持活力及繼續成功？ The most powerful force in the promotion of international understanding of peace is exposure to different cultures. Since 1927, Rotary’s Youth Exchange Program (YEP) provides thousands of young people with the opportunity to meet people form other lands and to experience their culture thus planting the seeds for a lifetime of international understanding. This vital RI program, however, is in need of change to deal with current realities. Certification is now mandatory. At issue is how do districts work together to ensure protection of Youth exchange students? How can districts achieve the minimum certification requirements by June 2007? Can districts also identify and communicate alternatives that meet the intent of RI Policy where local laws do not permit full compliance? What else can Rotary districts and Rotary leaders do to ensure the continued viability and success of this important Youth program?

扶輪的公共形象與其持續做為世界的領導服務組織的繼續與 時代息息相關及維持效能有錯綜巧妙的關連。每位扶輪社員 都是建立及提升扶輪堅強及良好的形象的利害關係人，這種 形象能提升我們的社員成長及加強本組織爲需要幫助的人們 辦理更多計畫的能力。扶輪家庭（扶輪少年服務團，扶輪青 年服務團，內輪會，扶輪基金會前受獎人，青少年交換學 生，及扶輪的家人）在加強我們組織的形象上扮演重要的角 色。我們如何有效的把我們自己組織起來並一致使此一目標 達到成功？ Rotary’s public image is inextricably linked to its continuing relevance and effectiveness as the world’s leading service organization. Every Rotarian is a stakeholder in building and enhancing a strong and positive image for Rotary which in turn will enhance our membership growth and strengthen the organization’s ability to undertake more programs for those in need. The Family of Rotary (Interact, Rotaract, Inner Wheel, Foundation Alumni, YEP students and family members of Rotary) has an important role to play in reinforcing our organization’s image. How can we organize ourselves effectively and consistently to achieve success in this goal?

扶輪社領導計畫（CLP）是建議扶輪社採行的行政管理架構，其根據是許多有效能扶輪社的最佳行事措施。CLP爲扶輪社領導人及委員會提供領導的延續性，並且是在全世界已證明非常成功的地區領導計畫（DLP）的延伸。扶輪社社員都是CLP成功的利害關係人。 我們如何使所有現任，下屆，及前扶輪社領導人參與執行CLP？哪些因素構成一個適當的扶輪社組織架構？扶輪社在透過CLP推展社員發展問題方面會遭到何種挑戰？ The Club Leadership Plan (CLP) is the recommended administrative structure for Rotary clubs based on the best practices of effective Rotary clubs. The CLP provides continuity in leadership for club leaders and committees and is an extension of the District Leadership Plan (DLP) which has proven successful worldwide. Members of Rotary clubs are vital stakeholders in the success of the CLP. How can we involve all current, incoming, and past club leaders in the implementation of the CLP? What constitutes an appropriate club organization structure? What challenges will clubs face in advancing membership issues through CLP?

IIB “透過識字計畫克服貧窮的成功故事” IIB “Success Stories in Overcoming Poverty through Literacy Programs” (Legian Room Grd Floor )
大約8億人因為沒有識字技能無法找到工作或者無法獲得更佳工作。全世界的文盲人口有98%是在開發中國家，其中3分之2是婦女。超過1億3千位個學齡兒童沒有上學。 成功的識字計畫有助於解決貧窮及其他相關的問題。扶輪應推廣識字計畫，並與相關及合格的當地夥伴來執行相關的計畫，特別把婦女與兒童列為重點。我們能迎對這個挑戰嗎？ Approximately 800 million people do not have the literacy skills needed to hold a job or obtain a better one. 98% of the world’s illiterate population is in developing countries and two thirds of them are women. More than 130 million school-age children are not attending classes. Successful literacy projects help to redress poverty and its related problems. Rotary should promote literacy awareness and implement relevant projects with concerned and qualified local partners with particular emphasis on women and children. Can we rise to the challenge?

大約8億4千萬人（全世界每7人中有1人）營養不良。開發中國家的嬰兒死亡率比工業化世界的嬰兒死亡率高出50倍。至少有30種傳染性疾病已經出現並且對幾十億人產生威脅。即使在工業化國家也有與生活方式、飲食不良、及缺乏運動有關的非傳染性疾病。因此保健及防飢仍然是我們全體關心的問題。 扶輪社員可以做哪些來解決這些相關的問題？我們能夠領導眾人爲我們的社區改善糧食生產的情況並且倡導良好的保健照顧？ Some 840 million people (one in seven worldwide) are malnourished. Infant mortality in developing countries is 50 times higher than in the industrialized world. At least 30 infectious diseases have emerged and pose a threat to the health of hundreds of millions of people. Even in industrialized nations there are major non-communicable diseases linked to lifestyle, bad diet and lack of exercise. Health and hunger, therefore, still concern us all. What can Rotarians do to address these related issues? Can we provide leadership to improve the food situation and advocacy of good healthcare for our communities?
