過去一年來,國際扶輪著手擬定一項全面性的策略計劃,指引本組織至2010年的發展路線。鑑於此計劃對於扶輪此等規模與大小的組織十分重要,理事會遂成立一個「策略計劃委員會」,由陳裕財社長負責指派成員。此委員會著重向扶輪社與地區的扶輪社員廣徵有關扶輪未來發展方向的意見。大約有23,000名扶輪社與地區領袖接受調查,並與42位扶輪資深領袖進行訪談,以訂定組織發展重點,找出今日社區所面臨最迫切的事務。 Over the past year, Rotary International has embarked on developing a comprehensive strategic plan to guide the organization's course through 2010. Recognizing that such a plan is an essential tool for an organization of Rotary's size and scope, the Board established a Strategic Planning Committee, which was appointed by President Bhichai Rattakul. The committee focused on obtaining input from Rotarians at the club and district level on Rotary's future direction. Some 23,000 club and district leaders were surveyed, and interviews were conducted with 42 Rotary senior leaders in an effort to establish organizational priorities and identify the most pressing matters facing communities today. 該委員會根據調查結果,擬定下列7項策略目標,並於2002年11月獲得國際扶輪理事會批准: Based on the findings, the committee developed the following seven strategic goals, which were approved by the RI Board in November 2002: ? 根除小兒痲痺Eradicate polio ? 凝聚計畫重點Sharpen program focus ? 選擇新的組織計畫重點Select new corporate program focus ? 調整管理/領導架構Refine governance/leadership structure ? 改善各階層之訓練及教育Improve training and education at all levels ? 在全球擴展社員人數及使社員融入工作Expand and integrate membership globally ? 提升公共形象Enhance Rotary's public image 這7項目標將成為一項全面性計畫的基礎,此計畫將可提升延續性,確使扶輪能有效利用其廣大資源持續成長。當國際扶輪理事會於本月份集會時,將考慮可達到策略目標的細節標的,以及必須於2004年立法會議中通過,使此策略計畫獲得合法性的建議案。 These seven goals will form the basis of a comprehensive plan - one that will promote continuity and ensure the continued growth of Rotary through efficient use of its vast resources. When the RI Board meets this month, it will consider detailed objectives designed to meet the strategic goals, along with recommendations to the 2004 Council on Legislation that must be passed to make the strategic plan viable. 我深信,憑著扶輪社員及國際扶輪辦事員一起擬定的行動方案,以及全球扶輪社與地區的支持,我們將可制定出一個有活力、有遠見的策略計畫-----將可通行於組成本組織的各個文化,讓扶輪有能力迎接所有未來挑戰。 I am convinced that, with Rotarians and RI staff working together to formulate action plans and with the support of clubs and districts worldwide, we can create a dynamic, visionary strategic plan - one that will work across the many cultures that make up our organization and will position Rotary to meet all future challenges.
