Youth Exchange Officers ensure the safety of more than 8,000 Youth Exchange students like these every year.

 

 

 

國際扶輪理事會在200211月的會議中,通過一項〝與青少年一起工作的行為準則〞,內容為:「國際扶輪致力於為所有參與扶輪活動者創造並維持最安全的環境。所有扶輪社員、扶輪配偶、夥伴、及其他義工應竭盡全力,負責捍衛與其接觸的兒童及青少年的福祉,並防止其遭受身體、性、或情緒的虐待。

At its November 2002 meeting, the RI Board of Directors adopted a Code of Conduct for Working with Youth, which states:

"Rotary International is committed to creating and maintaining the safest possible environment for all participants in Rotary activities. It is the duty of all Rotarians, Rotarians' spouses, partners, and other volunteers to safeguard to the best of their ability the welfare of and to prevent the physical, sexual, or emotional abuse of children and young people with whom they come into contact."

在通過此項準則的去年,世界各地兒童遭性虐待的醜聞頻傳,促使數個國家的扶輪社員向與青少年一起工作的社員提出指導原則。可是國際扶輪行為準則的草擬開始得更早,反映出扶輪對保護及照顧年輕人的關注已經由來已久。

Adoption of the code took place during a year notable for child sex-abuse scandals around the world, prompting Rotarians in several countries to issue guidelines to members working with youngsters. But drafting the RI code of conduct began earlier, reflecting a concern for protecting and nurturing youth as old as Rotary itself.

服務青少年的計畫從早期起便是扶輪的重心之一,起始於對殘障兒童的服務及協助男孩的計畫。在1949年,國際扶輪理事會通過「每一位扶輪社員是青少年的楷模」這則口號。扶輪少年服務團、青少年交換、扶輪青少年領袖獎、以及扶輪青年服務團,都可彰顯出扶輪社員對青少年健康發展的奉獻。

Programs for youth have been a central focus of Rotary from its earliest days, beginning with service to children with disabilities and projects to help boys. In 1949, the RI Board of Directors adopted the slogan Every Rotarian an Example to Youth. The Interact, Youth Exchange, Rotary Youth Leadership Awards (RYLA), and Rotaract programs epitomize Rotarians' dedication to the healthy development of young people.

1990年,理事會批准一項有關兒童權利的宣言,促使從事青少年交換的扶輪社員呼籲應擬定一項涵蓋青少年的宣言。青少年交換職員也同意,扶輪如果無法確保交換學生的安全,便無法達成藉由接觸其他文化來培養世界公民的目標。

In 1990, the Board approved a statement on the rights of children, which spurred Rotarians working with Youth Exchange to call for a statement that embraced youth, too. Youth Exchange Officers recognized that Rotary's goal of developing world citizens by exposing exchange students to other cultures cannot be achieved without ensuring their protection.

新的行為準則將出現在青少年交換、扶輪青少年領袖獎、及扶輪少年服務團新版的手冊中。

The new code of conduct will appear in the next revisions of the Youth Exchange, RYLA, and Interact handbooks.
