I’m very sorry to have missed you in Bangkok on the 22nd.  We did however have a wonderfully successful Committee Meeting for the 2010 Bangkok Institute, under Chair PDG Saowalak.  It was especially informative with the presence of PRIP Bhichai Rattakul, Past Director Noraseth, and PDG Supavat with all of their experience and excellent guidance and suggestions.  I very much look forward to the Institute and seeing you there.  We are lucky to have you serve as next year’s Governor in District 3360 and I am certain that under your Governorship and support, the 2010 Bangkok Institute will be evermore memorable and successful.

 

Of course, my warmest congratulations is due for the significant acknowledgement of the 50th Anniversary of the Rotary Club Chiang Mai.  Juliet and I are very appreciative of your gracious invitation.  Unfortunately, after checking my schedule I’m afraid October 17th conflicts with a previous engagement.  My cousin’s son is getting married on that day and I had already promised to give a congratulatory speech on the day of the banquet.  I humbly regret to miss out on this memorable occasion, and most of all, to offer a speech of thanks to my greatest mentor and friend PRIP Bhichai Rattakul, for without his guidance and support I would not have achieved what I have in Rotary.

 

May you have an incredible 50th Anniversary celebration.  Juliet joins me in wishing you and your family all the best.

I would like to sympathize the loss of 500 peoples after Typhoon Morakot in southern Taiwan last 7-9 August.
My club is going on coordinated some contribution from our members to effort relief some part with you and friends in Taiwan.

I am sorry I had no opportunity to meet you at meeting in Thailand Rotary center last Saturday,22 August. I am busy to welcome a group of Rotarians from Japan, D.2680 Kobe discus the project planning and other cooperation for next year(Year of my DG term).

This year, my club has a special event to celebrate our 50th anniversary on Saturday, 17th October as I had informed you before.

說明 : 一、RI社長John Kenny817已由亞洲之旅返回Evanston總部,我有去函報告

台灣目前的災情及3470/3510地區之二個災區目前已著重在協助災區重建的工作,而全部台灣之其他五個地區總監及社友都已積極投入募款之活動,John Kenny社長也馬上回函,除了感謝83-6日來台訪問期間,七個地區總監及社友們之熱心招待,並要我轉達他夫婦對這次災情之關懷,同時他也發函給所有RI理事,並指示RI相關部門之職員協助,在RI之網站公布災情。

 

二、本人亦與PRIVP GaryRRFC Archi研究,請3500地區PDG Porite為台灣七個

地區對外的災難行動小組之Coordinator,並立即開立新的銀行帳戶,通知給RI職員Barbara,如果國外社友有任何捐款將統一匯入這個帳號,並請PDG Porite定期匯報最新資訊給七個地區總監及相關人員。

 

三、818(星期三)本人及3480地區前總監PDG Medicare, PP Jo, PP Ellen, CP

四、目前七個地區目前都積極在募款中,希望募到一個階段後,能統一集中款項,請

3470地區DG Cable3510地區DG Set提出災後重建及其他計劃,七個地區總監一起來討論如何協助災區。

I was much moved by your swift response to John’s e-mail.  I have e-mail your letter to all governors of the 7 districts and Rotarians involved in disaster relief work in Taiwan.  I was in attendance at a relief meeting in Kaohsing this morning where I gratefully mentioned about your e-mails; and we Rotarians present here all are grateful to you and members of the Disaster Relief-Rotarians Action Group for your caring and sympathies over the tremendous sufferings Typhoon Marakot has caused to our fellow country persons in southern Taiwan.

Dear President John

I have just become aware of your communication (set out below) that caringly seeks to have the request from RID Jackson spread to as many Rotarians as possible. This was an horrific event and it is heartwarming to see the way local Rotarians are responding. DRRAG is pleased to assist in this regard and I personally salute you for taking a personal interest in this opportunity for service.

You will be pleased to know that the "state of emergency" has been removed from the Toronto region (Vaughn) here in Canada following the tornadoes that have recently reeked havic on that part of Ontario. It was similarly re-assuring to see how Rotarian volunteers assisted EMO's in the delicate work needed to transport and provide temporary shelter for those in need.

Disaster Relief - Rotarian Action Group (DRRAG) wishes to respond to your request in a positive way. You will know, the "purposes" for which DRRAG was created by the RI Board. It is therefore logical DRRAG become engaged in your suggestions. There are many members of DRRAG who are experts in Disaster Relief and Emergency Management from their own vocational backgrounds. This capacity, with your good advice and direction, could prove to be very useful in your call for action.

While the process of building a club and district network has been stalled for the past couple of months, DRRAG does have a Zone Coordinator and two District Disaster Operation Officers - "D-DOOs" (DG appointed) in Taiwan.

DRRAG members are mindful and respectful of the recently imposed prohibition in initiating contact with Rotarians, Clubs and Districts and therefore we would look to you to provide some specific direction as to how the Action Group might respond to your request.

As RID Jackson rightly points out, an immediate need in these circumstances is money and other resources so that local people can acquire and tend to the immediate needs of the people affected. He has quite thoughtfully established some important priorities for the work of Rotary in Taiwan.

DRRAG cannot assist in supplying money but ironically, this is the subject matter of a memorial that will soon be sent to you on the direction of the DRRAG Board.

We would be pleased to hear from you as to what course of action you might suggest that DRRAG take in response to your communication. I am copying the DRRAG Board and members of the DRRAG Advisory Board so that in your reply, they will be quickly informed as to your good advice and guidance which will be given prompt and urgent consideration.

All of us here in Taiwan also want to thank you for your call and concern with the typhoon aftermath.  We have received many emails from Rotarian friends from abroad with their inquiries and blessings and we greatly appreciate all of them.

Our government has already instilled military personnel and other local and foreign aid organizations to help with the devastated areas.  In response, I would like to report to you that I have already coordinated the seven governors in Taiwan to devise ways of gathering resources from the seven districts to assist District 3470 and 3510 which are located in the most devastated areas in the south of Taiwan, to assist in volunteering to help with the aftermath and have so far gathered many charitable donations. We have made a unanimous decision:

1- First we will try to help the problem of damaged infrastructure
    -Plan to build a Rotary Village to serve as a temporary shelter for the typhoon victims

    -Assist in providing needed supplies for the educational institutions that were also damaged

    -Locate and repair damaged pipelines and sewage water towers to provide for clean water in the most devastated areas

2- Provide medical supplies and medical assistance/professionals that are suitable for volunteering in caring for injured and malnourished victims. I believe the Rotarians in Taiwan will do whatever it takes to reach out and offer our assistance in what the country deems necessary to help rebuild and care for those people and areas that have been most influenced by this
natural disaster.

So far we have already received from RI, the Shelter Box relief from their headquarters in UK.  They have donated 100 Shelter Boxes to be sent out here, and even sent three representatives to survey the situation. Furthermore, cash contributions are starting to come in from our Rotarian friends from abroad and are being distributed to the Rotary districts for immediate dispersal.

As of yet, none of our seven district governors have given reports of any Rotarians directly hit by the typhoon's devastation.  We are fortunate that they are not located in the mountainous regions, which is where Typhoon Marakot did most damage.  The typhoon aftermath has definitely exceeded what we were prepared for, but fortunately no Rotarians were directly traumatized by the typhoon and we are working hard to help with all the cleanup and reachout.  I know our districts and all of Taiwan's Rotarians will put 100%
effort in reaching out to those in need and who need care.

If I could humbly ask for you assistance with somehow informing those in charge of placing mention of the Typhoon Marakot on the Rotary International website-to just merely make others aware of the situation and inform them of the efforts in rescue and assistance that's being done.

Again, thank you so much for showing your genuine concern about the matter. On behalf of all Rotarians and our seven District Governors and myself, we are very grateful for your prayers.

今天就已接到Zone 8, District 9470 回函如附,除表示關心以外,亦詢及需要什麼幫助?

弟想是否先通知他們,目前台灣七地區扶輪總監正發起聯合服務,重點工作包括

籌建組合屋以安置無家可歸的災民、重建遭沖毀的校舍及學童的助學方案等。

請他們若有意捐款是否匯入七地區扶輪聯合救災專戶,並在此專戶設立前,

先匯入某一地區已成立的專戶。

 

若將來捐款尚有餘額,則在台灣成立急難基金,作為援助世界各地發生急難事件的準備金,

或把基金捐給已成立之扶輪人道運動組織, Shelter box, Hunger Plus, Gift of Life etc.

I suppose you should have learned from the news that Taiwan is now suffering from the Typhoon & Flood Disaster that is the strongest ever since the last 50 years.  Large relief fund is urgently needed in helping the rehabilitation and reinstatement in the next 2-3 years.
 
Watch Liu called on me at 11 a.m. yesterday morning.  He volunteered to be the courier to carry back any cash donation from Mongolia if there are appeals by the Rotary club(s).  The presentation may be taken during the dinner on 23 August.
 
To achieve the Rotary mission of humanity, please rush and ask for donations from the community towards the purpose of "Taiwan Disaster Relief", and make your presentation of whatever the amount on 23 August.  I attach below some photos for your circulation and display.
 
For your information, yesterday evening in Hong Kong, we have held a fundraising concert.  A total of around USD 10 Million was raised from members of the public.

Typhoon Morakot
After forming as a tropical depression over the Pacific Ocean about 1,000 km east of the Philippines on August 2nd, Typhoon Morakot built in power and moved quickly west. Over the past several days, the storm has passed over the Philippines, Taiwan and Mainland China, causing hundreds of millions of dollars in damage due to high winds, flooding and mudslides. Southeast China evacuated nearly 1 million people ahead of the storm, after Morakot broke many records in Taiwan, dumping a total of 2.5 meters (100 inches) of rain on the island. At least 159 people are known to have died so far, but hundreds remain missing - many from one village in Taiwan, reportedly engulfed by a mudslide during the storm.

敬愛的前總監會長 PP Dens,

 

D3500從下一年度起3年,將擔任扶輪基金人道服務未來願景計劃的的先導地區,而其他6個地區則仍將沿用舊制。值此南台「八八」水災逐漸由緊急救難進入復建期之際,應如何運用此扶輪的新舊制交疊之便,團結全台扶輪力量,群策群力,妥善規劃最佳裨益災區的服務方案,展現扶輪之愛?

 

1.   建議全台扶輪立即成立一「救災基金會」,將捐款統一籌劃,為期3年,除了歡迎扶輪社的計劃善款外,亦應吸納非扶輪之捐款。

 

2.   立即成立「扶輪救災計劃中心」,由災區扶輪社(或地區)負責與地方政府協議合作,提出可行的救災方案,比如重建新社區或學校….,除了主要建築物與道路應由政府承建外,全案可分成許多分案供各地區申請MGSG,未能納入MG部分應列出明細,供各扶輪社認養(比如植樹…)。3年期中,應鼓勵各扶輪社多多前往災區了解災情,設計服務計劃,編列專款,參與救災。

  

3.   立即研議細部的中長程扶輪救災方案,最好也包括有建教合作、職業訓練、醫療保健服務等等等,讓各專業社友都能一展所長?
