日治時期的台北扶輪社，於太平洋戰爭爆發後，即停止活動，迄第二次世界大戰結束，日本在台的統治系統解體，而由國民政府派葛敬恩將軍成立前進指揮所，為接管台灣的先遣部隊，同時由陳儀上將籌組行政長官公署，建立新的行政體制。1947年二二八事件發生，全島陷入空前混亂，未幾，雖告安定，卻進入長期的戒嚴時期。1948年大陸國共之戰，國軍失利，局勢吃緊，大批達官顯貴，紛紛撤台。

The Rotary Club of Taipei ceased to operate during the war.  After the war, the National Party Government of the Republic of China took over Taiwan and formed a new government.  1947 saw a period of turmoils as 228 riots brought the whole island into chaos that forced the new government to commence the adoption of martial law.

In 1948, the National Party had to retreat to Taiwan after their defeat in China.

此時一些較具國際視野的大陸撤台士紳，邀集台北區域的官紳及國外駐台人士籌組「台北扶輪社」，由當時之財政廳廳長嚴家淦先生擔任創社社長，前昆明扶輪社社員李申穠先生任祕書運籌帷幄，1948年2月5日於台北圓山招待所正式成立。同年6月11日獲准加盟國際扶輪（證書6968號）。1948年10月9日於台北招待所舉行授證典禮。

At that time, there were some elites who had came to Taiwan with the government from China invited some local celebrities to form the new Taipei Rotary Club.  The Minister of Finance Yen Jia Jian was the Charter President and the former secretary of RC of Qunming Lee Shen Nong became the Club Secretary.

The Club was officially formed and obtained their certificate from RI on June 11.  On October 9, the charter ceremony was held at the Taipei Guest House.

當時的創社社員有：鮑魯敦、陳清文、陳德坤、陳樹人、周紹曾、瞿荊洲, 孫雅各, 艾克福, 霍思華, 謝惠, 徐人壽, 華壽嵩, 經利彬, 克蘭史, 李申穠, 林挺生, 劉蒨黎, 劉晉鈺, 牛天文,  Paul John,  Horland, 沈鎮南, 王求定, 汪心汾, 王則甫, 葉明勳, 嚴家淦, 顏春安, 費驊,另外還有榮譽社員之張長昌及海地大使塞拉凡等 ,在此後的五年間,社員大幅成長,網羅當時的社會名流包括郭克悌, 陳長桐, 朱倚天, 吳幼林, 高玉樹, 蔣緯國, 李澤民, 林和引、 程樹仁、簡萬銓、李頌陶、方賢齊、顧儉德、羅萬車、杜聰明、嚴慶齡等人，社員人數多達80餘人。

There were over 80 charter members who included elites, government officials, business leaders and diplomats.

當時並無輔導社及總監特別代表，僅於文件上，註明由昆明扶輪社協助成立。台北扶輪社之成立，可說是台灣扶輪的嗃矢，也可解釋為台灣扶輪再生的功臣，當然在創社過程中，諸多幕後英雄更是功不可沒，他們使扶輪於台灣復活，貢獻卓越，其創社當時似乎並未料到對於往後台灣扶輪之發展，有如此重大的影響，因此並未留下具體的文獻檔案。

There were no sponsor club and District Governor’s special representative.  But on the documents, it was stated that the Qunming Rotary Club assisted with the establishment.

在台灣早期的扶輪運動中，台北社扮演了播種的角色，也是台灣地區扶輪的代表，其特色在於網羅甚多的外籍人士，並於例會中便用英語，而且也一直維持至今。同時也培養了甚多的R.I.領導人，包括曾任行政專員的辜增復、陳長桐，李澤民及郭克悌，曾任總監的郭克悌、張申福、朱倚天、張長昌等人，後期的黃其光則不但獲選為2000-2年國際扶輪理事，2001-2年度國際扶輪副社長, 扶輪基金保管人，並於2012年獲提名為2014-15RI社長。其對台灣扶輪運動發展的貢獻，令人敬佩。目前台北扶輪社之創社社員中，碩果僅存者僅葉明勳及林挺生二位。

In its early days, the RC of Taipei played the important role of sowing the seeds of Rotary in Taiwan.  Their members have always included a variety of nationals, and have produced outstanding Rotary leaders.  Gary Huang, one of its members, has not only served as RI Board Director, Vice President,  Rotary Foundation Trustee, but was also nominated in 2012 as RI President of 2014-15. He is known to have made great contributions to the movement of Rotary in Taiwan.
