一、緣起

國際扶輪將每年四月份定為「扶輪雜誌月Rotary’s Magazine Month」各扶輪社應在當月為扶輪雜誌舉辦活動以資慶祝及紀念。

Rotary International named April as the Rotary’s Magazine Month, encouraging that all Rotary clubs should promote the publication during that month.

所謂扶輪雜誌月所紀念的範圍，除了扶輪雜誌外，廣義的說是包括了以各種語文所撰述的各類文獻，包括扶輪月刊、扶輪叢書、社刊及個人著作等。而RI除了發行公式英文扶輪雜誌”THE ROTARIAN”之外，尚由R.I.理事會授權各地域出版各種版本，以英文扶輪月刊「THE ROTARIAN」為基本版，而世界各地域被R.I.認可之各種不同語文的版本，即為地域扶輪雜誌，全世界各扶輪社員均有訂閱THE ROTARIAN或當地語文之地域扶輪雜誌的義務。目前全世界已經發行的扶輪雜誌於三十多國家中共有28種版本，至少包括了英文、阿拉伯文、法文、華文、丹麥、芬蘭、冰島、挪威、瑞典、荷蘭、德文、義文、日文、韓文、葡文、西文、泰文、土耳其等21種語文，遍佈於全球六大洲之所有扶輪地區，而R.I.的國際性報導及重要文獻均透過英文扶輪雜誌周知世界各扶輪雜誌刊登。目前台灣社友所訂閱的扶輪雜誌是華文地域扶輪雜誌「扶輪月刊」。

The promotion did not only promote the Chinese magazine, but also the English “ Rotarian” as well as all other Rotary publication.  Currently, we have 28 versions of Rotarian Magazine in 21 languages distributed in over 30 countries.

華文地域扶輪雜誌」是由台港澳三個華人扶輪區域所共同組成之「扶輪出版委員會」所發行。出版委員會也同時發行各類扶輪文獻，包括扶輪社之職員手冊、程序手冊、各類扶輪叢書、著述，以及國際扶輪之各種資料之編譯等。

The Chinese Rotary Magazine is the efforts of a Rotary Publications Committee organized by Taiwan, Hongkong and Macau Rotarians.  It is the official Rotary publication for all the Chinese speaking districts.

並且為國際扶輪所指定之多地區行政管理單位，服務台灣七個地區。台港澳區域在設置地區以前並未發行扶輪雜誌，而是在1960年為配合7月1日正式設置之345地區，而提前於4月成立扶輪季刊委員會發行「扶輪季刊」創刊號，每三個月發行一期，連續發行了23年。至1983年改稱「扶輪出版委員會」除改版發行雙月刊外，並出版各種扶輪文獻，期間共七年。至1990年因為台灣地區扶輪社之急速擴展，乃再度改版，正式發行每月一期之「扶輪月刊」以至迄今。目前扶輪出版委員會由各地區推選1~2位委員，組成九人委員會，共推汪國恩為位主任委員，並聘請尹彤先生擔任主編，尹主編數十年來主持華文扶輪雜誌的編務，並兼輔台灣七大地區總監與R.I.之間的事務連繫，倍極辛勞，貢獻至鉅。 

二、華文扶輪月刊的發展沿革

1. 季刊時期（1960~1983）

On March 28, 1959, the sixth intercity meeting of Taiwan, Hongkong and Macau was held in Taipei during which a decision of publishing the Chinese Rotary Magazine was made.

From July of 1960, the quarterly Chinese Rotary Magazine was published by District 345 and 3,000 copies were printed for each issue.  At that time, the magazine was used mostly for promoting Rotary as there were only less than 1,000 members and lots of Rotarians in Hongkong and Macau did not even read Chinese.  The cost of the magazine was about NT$30, and gradually increased to $100 as more pages were added.

1959年3月28日，台港澳扶輪社第六屆埠際會議在台北中山堂光復廳舉行，決定發行中文的扶輪雜誌而開始籌備。

1960年7月起，台港澳扶輪社編成R.I.第345地區，為配合地區成立乃於四月一日發行「扶輪季刊」創刊號，每三個月出版一期共印行3000冊。當時全地區之社員人數未到1000名，其中港澳社員又不多閱讀中文，故發行之3000冊係包括宣傳推廣之用。每部的工本費是10元，加上宣傳費用之分擔金20元，故每冊之訂購費以30元計算。由於篇幅及內容逐漸大幅擴充改善，因此後來訂購費也調整為100元。

1981年6月11日經國際扶輪理事會核准為正式地區扶輪雜誌。

二、雙月刊時期（1983~1990）

This magazine was approved by the RI Board to be the official Rotary publication on June 11, 1981.

1983年由於實際的需要，而將「扶輪季刊」改為「扶輪雙月刊」，並將原來之「扶輪季刊委員會」改稱為「扶輪出版委會」，每冊之訂購費由100元調整為120元

Then in 1983, the quarterly magazine was published once every two months.  The committee which was known as the Rotary Quarterly Publication Committee alo changed to Rotary Publication Committee.  The subscription fee was changed to NT$120 per copy.

三、月刊時期（1990~迄今）

1990年7月起，因為社員人數激增，因此改為月刊，每部之訂購費則降為一百元。自此中文扶輪雜誌的營運管理也正式進入了常軌。此地域性雜誌是第3450、3460、3470、3480、3490、3500、3510、3520等八個地區的社員應購讀的扶輪雜誌，但因為港澳方面的社員大多閱讀英文或葡文之雜誌，因此八個地區之社員人數雖已超過15,000名，但是每月發行量僅12,000冊。

From July 1990, the fast growth of the members caused the need to change the magazine to a monthly issue.   The cost was again decreased to NT$100 per copy.  It became the official regional magazine for Districts 3450, 3460, 3470, 3480, 3490, 3500, 3510, and3520.  The circulation was about 12,000 copies.

2001年11月國際扶輪理事會，核准「扶輪出版委員會」為常駐台灣之「多地區行政管理單位」，成為台灣七個地區與國際扶輪間之行政事務連絡中心，以服務各台灣各扶輪地區。
