女性加入扶輪社之議題自70 年代以來就成為扶輪社討論之重點，經歷20年的努力，此話題已打破以往之思維，而使婦女扶輪運動蓬勃、茁壯。

The issue of having female members was an issue since the 70s, and finally had its breakthrough after 20 years.

一、 婦女在扶輪年代的記事

1977年－美國加州Duarte扶輪社違反R.I.規定，核准二位女性社員加入，而遭R.I.撤銷社籍。

In 1977, the Rotary of Duarte in California accepted Female members, which violated the policies of Rotary International. As a result, the club was being expelled by Rotary International. 

In 1978, the Rotary Club of Duarte raised their protests at the Tokyo Convention but the decision of termination remained unchanged.

1978年－日本東京的國際年會Duarte扶輪社再次抗議，經R.I.決議結果仍被除名。

1980年－立法會議仍反對女性加入扶輪，Duarte扶輪社向美國聯邦法院提出控訴。

In 1980, the Rotary Club of Duarte seeked for lawsuit against Rotary International, and finally

in 1983,The High Court in California ruled that Rotary International won, and Rotary could still maintain all male members.

一、  1983年－美國加州高等法院判決R.I.勝訴，同意加州各扶輪社社員必須都是男性的規定。

1986年－美國加州上訴法院判決R.I.敗訴。

1987年－美國最高法院判決R.I.不得以性別為由排拒女性為社員，並通過Duarte扶輪社恢復社籍。

In 1986, the Court of Appeal in California ruled that Rotary International lost, and in 1987, the SupremeCourt’s verdict was that no Rotary Clubs could reject female as their members.  The Duarte Club resumed their Rotary membership.

1989年－R.I.新加坡立法會議以328票對117票通過「承認女性社員的參與」，在章程條款中取消扶輪社員限為男性的規定。這也就是所謂「89-54制定案」的通過。

1997年-台灣產生第一位女總監-3490地區柯玟玲女士。

In 1989, at RI’s Legislative Meeting in Singapore, 328 against 117 votes passed to acknowledge the acceptance of female members.  This was known was the “89-54 enactment”

 In 1997, the first female district governor Amanda Ko was nominated from District 3490.

1998年－全世界約有75200位女性社員，其中以隸屬美國地區扶輪社53800位最多，佔第一位；而亞洲女性社員有7600位。全世界2800個扶輪社、社員人數120萬人中，1997~98年度有1900位女性社長，另外有15位女性地區總監。

1999年－全世界有29113個扶輪社、528個扶輪地區，女性社員也增加到89300位。其中美國有58261位女性扶輪社員，佔第一位；而工洲女性社員中，韓國有2165位，菲律賓2149位，日本872位，台灣796位，在全球，扶輪社有愈來愈多的女性成為社員和扶輪領袖。

At 1998, there were about 75,200 female members in Rotary. In USA alone there were about 53,800.  In Asia, there were about 7,600.  Among 2,800 Rotary Clubs with 1.2 million Rotarians. In 1997-8, there were about 1,900 female club presidents and 15 district governors.

In 1999, there were 29,113 clubs in 528 districts around the world.  USA still had the largest number of female members of 58,261.  In Asia, there were 2,165 in Korea, 2,149 in Philippines, 872 in Japan and 796 in Taiwan.

In 2000, Taiwan had its second female district governor Jennifer Chang from District 3470.

In 2002 to 2003, there were already about 103,000 female members globally and 2,000 female club presidents.  In Taiwan, we had 1,582 female members and one more district governor Gleaner Han.

2000年台灣產生第二位女總監—3470地區張美貞女士。

2001年－本年度因全球經濟衰退的影響，沒有顯著的成長。

2002年－迄6月30日止，全界已有約103,000位女性扶輪社員及約2,000位女姓社長。台灣目前已有1,582位的女性社員，而下年度將再產生一位女總監，即3510地區之韓明惠女士。

二、 台灣之女性扶輪社員

「89-54制定案」通過後，台灣第一個單一女性扶輪社──三重南區扶輪社於1989年11月29日加盟授證成立，在四大服務方面均有傑出的表現，極愛社會各界注目及尊敬，也因而激發社會職業婦女紛紛加入扶輪，目前台灣七個扶輪地區之女性扶輪社員現況如下。

After the “89-54 enactment”, the first female Rotary Club in Taiwan was formed in Sanchung which was chartered on November 29, 1989.  This triggered more female to join Rotary.  The current situation of the female members are:

近十餘年來台灣成立了36個女性扶輪社，社員共有1036位，81個男女混合社有554位女性社員。目前台灣地區共有448個扶輪社，社員總數約15352位，其中女性社員共有1590位。雖然女性社員佔總數僅約一成。但可為台灣扶輪運動帶來活力，也是扶輪擴展最重要的泉源。

In the last ten years, there were 36 female Rotary Clubs with 1036 members.  There were also 554 female members in the other 81 clubs with also male members.  There are 448 members in Taiwan presently with 15352 members.  There is a total of 1590 female members.  Even though they accounted for only 10 percent, the joining of female members in fact is an important source of Rotary expansion in Taiwan.
